The National Cooperative Confederation of Rwanda (NCCR) is a non-governmental cooperative confederation. Apex body representing cooperatives and the cooperative movement countrywide. It was founded in 2010. The National Cooperatives Confederation of Rwanda (NCCR) was established in 2010 by eight cooperative federations and one cooperative union. The NCCR was granted legal entity by the legal personality certificate No RCA/1333/2010 of 22 December 2010 and this was published in the Official Gazette N° 25 of 20/06/2011. In 2012, the NCCR joined the International Cooperative Alliance (ICA), which is the body that represents and serves cooperatives worldwide.
In Rwanda, the cooperative structure has been operating on a four-tier system with primary cooperatives, unions, federations operating at national level for the respective value chain and the National Cooperatives Confederation of Rwanda (NCCR) operating as the national umbrella of cooperatives for all value chains.
As per January 2020 RCA’s statistical report on cooperative movement, cooperative movement is composed by 10,025 cooperatives countrywide, distributed as follows : 9,423 primary non-financial cooperatives ; 437 financial cooperatives (SACCOs) ; 150 unions, 15 federations and 1 confederation, namely NCCR.
